Land Division

The Community Development Department oversees the management of the Land Division Ordinance in St. Croix County, guiding subdivision development. General requirements are listed below for reference.

  • A survey is required for creating a new lot or parcel.
  • Creating 1-4 parcels within five years is a minor subdivision. (See the process below)
  • Creating 5 or more parcels within 5 years is a major subdivision. Please check out the major subdivision requirements.
  • As a general rule, the Minimum lot size is 1.5 acres, unless larger lots are required by other County ordinances or Town requirements.
  • Up to two lots may be served by one private driveway. Driveways serving more than two lots will be provided a street name and must meet the town's requirements, whether public or private.
  • The parent parcel number(s) must be located somewhere on the survey map or plat.

Minor Subdivision Process

Step 1: Preliminary Map: Contact a private land surveyor to create a preliminary map of your proposed subdivision.

Step 2: Town Review: Once the preliminary map is complete, contact the town, in which the proposed subdivision is located, to get on their planning commission or town board agenda. The town will review your subdivision and complete a town checklist. The town checklist indicates the town’s requirements on certain design standards to the county. If necessary, your surveyor will make any required changes to the preliminary map.

Step 3: County Review: Submit the preliminary certified survey map along with a completed subdivision application below to the Community Development Department for review. The department will review the subdivision for compliance with St. Croix County’s land use ordinances. Once the zoning and surveying requirements have been met, if necessary, a final survey map shall be required. The county review process includes a review fee per the fee schedule.

Step 4: Record Survey: The Community Development Department will approve and record the final survey in the St. Croix County Register of Deeds office. ($30 recording fee)
