The Village of Baldwin is updating the Village’s Comprehensive Plan last adopted in 2006. The plan update process is being facilitated by St. Croix County staff under the guidance of the Village Board of Trustees, Plan Commission, and staff. The process began in July 2025 and is anticipated to proceed through July 2026.

In accordance with Wisconsin Statutes 66.1001 Comprehensive planning, the purpose of this Comprehensive Plan is to provide a guide to the physical, social, and economic development of the Village of Baldwin. The plan provides an inventory of community assets and issues to determine the local needs, set goals and priorities, and develop a guide for action. This Village of Baldwin 2026 Comprehensive Plan will update and replace the adopted 2006 Comprehensive Plan.
The impetus for the plan update is within Wisconsin State Statute (WSS) 66.1001 Comprehensive planning, 2(i) Implementation element, that states "A comprehensive plan under this subsection shall be updated no less than once every 10 years." WSS 66.1001(3) also states that local government ordinances shall be consistent with the comprehensive plan. An updated and consistent comprehensive plan provides the village and landowners consistency in land use decision making.
