Comprehensive Community Services
Comprehensive Community Services (CCS) helps people of all ages who are living with mental health and/or substance use needs. CCS is designed for those who need more support than outpatient care but do not require inpatient treatment.
This voluntary, recovery-focused program is:
- Person-centered: You help create your recovery plan.
- Trauma-informed: Care respects your life experiences.
- Team-supported: You are supported by a recovery team of professionals, natural supports, and community resources.
The goal is to help you function and thrive in your home, work, school, and community.

You may qualify if you:
- Live in St. Croix County (including foster placements)
- Have a mental health or substance use diagnosis that impacts daily life
- Are eligible for Medical Assistance (Medicaid, BadgerCare)
- Are motivated for recovery
CCS works with all ages and many diagnoses. Participation is always voluntary. For example, court may recommend CCS, but it cannot order someone to enroll.
Each participant works with a Recovery Team that includes:
- You – directing your recovery journey
- Service Facilitator – your main point of contact
- Mental Health Professional (MHP) or Substance Use Professional
- Optional supports – such as family, friends, or other providers of your choice
- Together, you create a recovery plan that supports your goals
CCS offers a range of individualized services, such as:
- Therapy (individual, family, or group)
- Substance use services
- Life skills training (daily living, coping skills, social skills)
- Parenting and family support
- Peer support
- Employment and vocational support
- Health and medication management
Services are tailored to each person and provided in the least restrictive setting possible—home, school, community, or virtually.
